Professor Turley received his bachelor’s degree from the University of Chicago and his law degree from Northwestern University Law School. He holds the Shapiro Chair for Public Interest Law at the George Washington Law School where he teaches courses on torts, constitutional and environmental law, and criminal procedure. He also runs the Project for Older Prisoners, the Environmental Law Clinic, and the Environmental Legislation Project.

Professor Turley is a frequent witness before the House and Senate on constitutional and statutory issues as well as tort reform. He frequently appears in the national media where he has commented on a multitude of subjects, ranging from the 2000 Presidential Election Controversy in 2000 to the Terri Schiavo case in 2005.

He has written dozens of academic articles and is currently working on a book about the historical  and structural evolution of the United States military for Yale University Press.
